Position Title: Parks and Recreation Manager (Exempt)
Department: Parks and Recreation
Reports To: Assistant City Manager
Salary Grade: $71,855 - $89,819

General Purpose:
The purpose of this position is to manage, supervise and coordinate the activities and operations of the Parks and Recreation Department. This will include responsibility for the development, promotion, execution, and evaluation of community-oriented programs and events. This position will coordinate with city management, elected officials, and outside organizations to achieve goals and objectives set by the City Council.

Position Type/Expected Hours of Work:
This is a full-time position.  Days and hours of work are Monday through Thursday, 7:30 a.m. to 5:30 p.m. and Friday, 7:30 a.m. to 11:30 a.m.

Examples of Duties:

  • Execute the short- and long-term objectives of the City’s Parks, Recreation, and Open Space Master Plan.
  • Coordinate with the [JL1] Facilities department on the scheduling, and oversight of preventative maintenance and repairs of city parks, athletic fields, grounds, facilities, trails, playgrounds, equipment, and equipment.
  • Oversees the preparation and administration of the department’s annual capital improvement program. This includes identifying priority projects, and the administration of the procurement process including the preparation of vendor solicitation documents such as request for qualifications (RFQ), request for proposal (RFP), and the solicitation of construction bids.
  • Responsible for the planning, preparation, promotion and execution of various programs to activate the city’s parks system. This position is expected to conduct research to identify community needs and trends to develop programs based on state and national standards.
  • Create and implement leisure programs in the areas of youth and family, athletics, fitness, tennis, senior services, volunteers, outdoor recreation, and/or adaptive recreation. This position will be responsible for administrative functions for new programs and events.
  • Lead public engagement efforts and oversees marketing and promotional campaigns for projects, facilities, programs, and services including providing milestone updates.
  • Coordinate and manage the park reservation system and ensure associated set up and break down are completed per city standards and policy.
  • Represents the City at various meetings, hearings and on planning committees; prepares and delivers presentations to internal and external stakeholders, as needed.
  • Identifies and administers park land acquisition including but not limited to easements, simple transactions, and land dedications, coordinates with internal and external stakeholders as appropriate.
  • Serves as staff liaison to the Melissa Community & Economic Development Board.
  • Provide high level customer service by responding to citizen questions, complaints, meeting with members of the community, and identifying recommendations to resolve community concerns or problems.
  • Performs other duties as assigned.

Minimum Qualifications

  1. Education and Experience
    1. Bachelor’s degree in Parks, Recreation, and Leisure Management, Tourism and Recreation Management, Landscape Architecture, Business Administration, or a closely related field.
    2. Minimum of three (3) years of relevant experience; Relevant experience includes developing, planning, and implementing recreational and maintenance programs.

OR

    1. An equivalent combination of education, training, and experience that will allow the incumbent to successfully perform the essential functions of the position.
  1. Experience in working with various organizations and groups on the promotion and scheduling of public events, including experience of administrative responsibilities, preferred.
  2. Certified Park and Recreation Professional (CPRP) is preferred but not required.
  3. Must possess a valid Class “C” driver’s license prior to employment.
  4. Must be able to successfully complete a pre-employment drug screening and background check.

 

Physical Demands

  • Tasks can vary, but will involve the following:
    • Sitting for extended periods of time at a keyboard or workstation; minimal dexterity in the use of fingers, limbs, or body in the operation of shop or office equipment. 
    • Frequent walking, standing; some lifting of weight (100 ± lbs.); and/or the operation of vehicles, office, shop, or hand tools in which manipulative skills and hand-eye coordination are important ingredients of safe and/or productive operations.

Work Environment

  • Tasks require exposure to adverse environmental conditions (e.g. dirt, rain, cold)
  • Tasks require exposure to extreme heat/cold or extreme weather conditions.

Required Knowledge, Skills, and Abilities
Knowledge of:  Principles and practice of general business management and of municipal parks and recreation administration processes and management;  Parks and Recreation Department work and operations, stewardship and maintenance of park lands, facilities, and community infrastructure; City legislative processes, fiscal and budget management processes, and applicable administrative policies and procedures;  Current departmental and related city issues and stakeholders (both internal and external);  including other governmental legislative and agency processes, neighborhoods, and institutions; Applicable federal, State, and local laws and regulations, including development regulations, affecting the work of the Department.

Skill in: Excellent interpersonal skills for establishing and maintaining effective working relationships with staff, other departments, elected officials, the media, and the public.; Highly effective team building and leadership skills including consensus-building to resolve conflicts, negotiate agreements and gain cooperation among competing interest groups; Strong business and fiscal management skills; Problem analysis and decision making, adaptability/flexibility, and stress tolerance in a highly visible public environment; Excellent strategic planning, organizing, and time management skills; Excellent written and verbal communications skills including public presentation skills.

Ability to: Manage by objective and facilitate achievement of City’s legacies and performance metrics; Conduct self at all times in an ethical, professional and respectful manner; Establish and maintain cooperative and effective working relationships with citizens and stakeholders, both internal and external; Quickly grasp and manage complex and technical issues in a fast-paced environment and in a context of inter-related issues, systems, projects, and strategies; Interpret, explain, and apply complex guidelines, codes, regulations, policies and procedures; Articulate the Department’s goals and work in an understandable and appropriate manner for the particular audience or individual;  Develop and maintain effective organizational structure, financial control, and management information systems for the Parks and Recreation function; Identify the Department's future direction in response to changing community needs, and to develop, implement, and monitor appropriate plans, schedules, and action steps; Work independently under general policy and strategic guidance. − Maintain consistent and punctual attendance; Willingness and ability to demonstrate the Public Service Competencies of Service Orientation, Results Orientation and Teamwork and Cooperation; Physical ability to perform the essential functions of the job, including:

Frequently operate a computer and other office machinery such as a keyboard,   mouse, phone, and fax machine; Frequently remain stationary for long periods of time; Frequently communicate accurate information and ideas with others; Occasionally traverse on uneven terrain.
