Position Title: Code Compliance Officer (Non-exempt)
Department: Code Compliance
Reports To: Administrative Services Manager


 
General Purpose:
To inspect and enforce all applicable city, county, and state laws, codes, ordinances and regulations related to the identification, improvement, and rehabilitation of environmental hazards on public and private premises such as fire and health hazards, nuisance violations, and unsafe building conditions. Work requires effective communications skills, the desire to learn ordinances and educate citizens, and the ability to handle upset or angry citizens with an even temperament. 
 
Reporting Relationships:
General supervision is provided by the Administrative Services Manager.

None
 
Examples of Duties:
  • Monitors the premises and activities of the public and private sectors of the City on a daily basis to ensure compliance with assigned aspects of municipal code.
  • Investigates alleged violations of city, county, and state laws, codes, ordinances, and regulations related to environmental hazards and public health nuisances.
  • Investigates and responds to complaints concerning land use code and health and nuisance violations including illegal signage, accumulations of garbage/debris, business licenses, abandoned vehicles, high weeds and grass, excessive watering, illegal dumping, etc.
  • Provides customer service by dealing effectively and cooperatively with the public to explain the intent of codes, inform them of any potential violations of said codes, and communicate solutions to obtain compliance.
  • Prepares and maintains accurate, detailed records and field notes, compiles records and notes into reports, and utilizes information as needed as a witness for prosecution in court cases. 
  • Coordinates duties and projects with other City departments and outside agencies involved in code compliance.
  • Secures and boards up abandoned and condemned properties and unfenced pools.
  • Removes and disposes of illegal signs in the City right of way.
  • Prepares and provides written monthly and quarterly reports to the Administrative Services Manager.
  • Travel required to perform inspections; attend meetings, conferences and training.
  • Regular and consistent attendance for the assigned work hours is essential.
  • Works independently with minimal supervision.
  • Works on call as necessary.
  • Perform other duties as assigned.
 
Minimum Qualifications
  1. Education and Experience
    1. High School Diploma or GED
AND
  1. Two (2) years code compliance experience
OR
  1. Any combination of education and experience which would provide the applicant with the desired skills, knowledge and ability required to perform the job.
 
  1. Must hold a valid Texas Code Enforcement License.
  2. Must possess a valid Class “C” driver’s license prior to employment
  3. Must pass a drug test, driver’s license check, criminal history background check and social security number verification
  4. Must be able to work overtime as requested.
 
Required Knowledge, Skills, and Abilities
Knowledge of: General state and local laws, ordinances and codes related to environmental hazards and public health nuisances such as zoning, home occupations, signs, high weeds, trash, illegal dumping, junked vehicles, and minimum building standards.
 
Skills in: Safely securing condemned and unsafe properties and/or pool area, Negotiating, mediating and resolving customer complaints and concerns, Learning and applying assigned aspects of municipal code; communication (both oral and written); bi-lingual (Spanish) communications are preferable, but not required; the use of Microsoft Office products including Word, Excel, and Outlook.
 
Ability to: Work requires analysis and judgment in accomplishing diversified duties.  Requires the exercise of independent thinking with the limits of policies, standards, and precedents, Work in all types of weather conditions for extended periods of time; establish and maintain effective and courteous working relationships with the general public, other City staff, and appointed and elected officials; assist in a variety of department operations; perform special projects and assignments as requested; use and operate a personal computer including word processing and spreadsheet software. May be subject to repetitive motion such as typing, data entry, and driving a vehicle.  Recognize this position may be subject to exposure to extreme weather conditions, hazardous chemicals, fumes, infections diseases, toxic waste, air and water borne pathogens, unsafe and unhealthy building conditions, and rough or unstable terrain.  Recognize this position may be subject to extended periods of bending, reaching, kneeling, climbing (ladders), lifting or carrying building materials whens securing condemned or unsafe buildings and/or pools. Lift up to 45 pounds.
