Position Title: Permit Technician (Non-Exempt)
Department: Development Services
Reports To: Assistant Director of Development
Salary:  $50,000
Hours of Work:  (Compressed) Monday - Thursday 7:30 a.m. to 5:30 p.m. & Friday 7:30 a.m. to 11:30 a.m.

 

General Purpose:
Under general direction, this position will serve as the first point of contact for contractors and homeowners regarding residential permitting. This position is responsible for facilitating the efficient processing of permits and licenses that include receiving, reviewing, and processing various permit applications, ensuring compliance with local regulations and zoning ordinances.
 

Reporting Relationships:
General supervision provided by the Assistant Director of Development.

  • Provide excellent customer service to applicants and the public.
  • Receives and routes telephone calls, greets visitors, provides directions, and answers basic questions regarding contractor registration, residential permit applications, plan review, and inspections.
  • Reviews, accepts, and processes contractor registrations and residential permit applications and documents, assessing fees and provides receipts.
  • Assists in the preparation of reports related to permitting activities.
  • Coordinates with different City departments to ensure proper review and approval of permits.
  • Responds to inquiries from the public regarding the permitting processes and requirements.
  • Provides various routine clerical duties, utilizing standard office equipment to include routine incoming calls, taking, and transmitting messages, making photocopies, receiving, sorting, and distributing mail, performing data entry, faxing documents, and word processing.
  • Assists in the preparation, processing, receipting, sorting, and distribution of a variety of lists, correspondence, packets, , invoices, and materials.
  • Inputs a variety of information into the computer system relating to permits and inspections.
  • Prepares bank deposits (i.e., Construction and trade permits, contractor registration, etc).
  • Maintains parks reservation schedule, calendar maintenance, key maintenance. 
  • Take Park reservation payments and complete forms to issue refunds. 
  • Coordinate with Parks Coordinator to ensure park field conditions before and after events.
  • Performs file maintenance functions and searches, pulls, and routes files appropriately.
  • Assists with special research assignments.
  • Utilize permitting software such as MyGov and Bureau Veritas.
  • Performs other duties as assigned.

Minimum Qualifications

1.    Education and Experience
          a.)   High School Diploma or GED;
          b.)   Minimum of two (2) years previous experience and training that includes clerical, administrative work, and
                  customer service;


OR

  1. c.)  An equivalent combination of education, training, and experience that will allow the incumbent to successfully 
  2.        perform the essential functions of the position.        
2.   Must possess a valid Class “C” driver’s license prior to employment.
3.  
Must be able to successfully complete a pre-employment drug screening and background check.


 

Required Knowledge, Skills, and Abilities
Knowledge of:  Policies and procedures of department; Basic principles of business letter writing and basic report preparation; Principles and practices of mail collection and distribution; Basic mathematical principles; English usage, spelling, grammar, and punctuation; Principles and procedures of filing; Modern office procedures, methods, and computer equipment; utilizing standard office equipment to include: routine incoming calls, taking and transmitting messages, making photocopies, receiving, sorting and distributing mail, performing data entry, faxing documents and word processing.

Skills in: General office procedures and in the operation of standard office equipment, including computer keyboard, 10-key data entry, and Microsoft Office (i.e. Word, Excel, Outlook); Excellent customer service; and time management.

Ability to:  Apply principles of rational systems; Utilize a variety of billing data and information; Perform clerical work including maintenance of appropriate records and compiling information for reports; Work independently in absence of supervision; Respond to citizen inquiries politely; Understand and carry out oral and written directions; Communicate clearly and concisely, both orally and in writing; Establish and maintain effective working relationships with those contacted in the course of work; Handle money accurately; Edit and proofread documents accurately; Exhibit regular and punctual attendance; Exercise judgment, decisiveness and creativity in situations involving a variety of general pre-defined duties which are characterized by frequent change; Perform some lifting, sorting, carrying of objects and materials of light weight (5-10 pounds); Bend and reach to file.
