Salary: $88,000 Annually

General Purpose:
Under the direction of the Division Chief, the position, EMS Captain, will enhance the quality of patient care and service for citizens and visitors to the City of Melissa by ensuring all emergency medical personnel are highly trained and proficient at an advanced level of skills and knowledge. The EMS Captain is responsible for development and advancing the quality of practice through the provision of patient care, collaboration, education and research. The position will set goals and develop strategic plans to ensure the Melissa Fire Department maintains a high level of preparedness. The EMS Captain will be the Melissa Fire Department's quality assurance and compliance component, ensuring the Department and stakeholders continue to operate at a high level of proficiency as well as, comply with all State and Federal Laws. The position is responsible for communication with State and Federal officials to ensure the Melissa Fire Department maintains up to date information on laws such as Medicare/Medicaid, Health Insurance Portability and Accountability Act (HIPAA) and Drug Enforcement Agency requirements. The EMS Captain is the liaison with the receiving hospitals and the Medical Director. The position will have a direct impact on preparation, delivery and follow-up of care provided to the citizens, staff and visitors of the City of Melissa.
Reporting Relationships:
Supervision received: The EMS Captain works under the direct supervision of the Division Chief.
Examples of Duties:
- Under the direction of the Division Chief, the EMS Captain performs a variety of technical, administrative and operational tasks involved in planning, organizing, directing and implementing emergency medical services (EMS), and performs emergency management duties.
- Responsible for operations of EMS, maintaining records, EMS Division on Mass Casualty incidents, developing/instructing EMS continuing education and related courses, EMS quality assurance and compliance, EMS scene response, and serving as liaison for Medical Control.
- Oversee the day-to-day EMS operations at a system and operations level, assuring that adequate resources are available to the Shift Captains and personnel on each shift.
- Prepares and manages EMS budget as well as equipment specifications and purchases.
- Oversee vehicle maintenance for MICUs and procures resources such as equipment and medical supplies.
- Set goals and develop strategic plans.
- Act as the liaison between the department and the Medical Control and hospitals.
- Responsible for coordinating Critical Incident Debriefings for the Melissa Fire Department.
- Responds to major EMS incidents to assist with patient care and/or provide quality assurance.
- Responsible for overseeing and managing the EMS system's education, training, and quality improvement programs.
- This includes verifying and maintaining the clinical credentials of all personnel, development and delivery of the system's continuing education, scope of practice, and clinical competency verification via direct observation and continuous quality improvement.
- Heavily involved in the development and review of patient care protocols and oversees the Preceptor program quality assurance, quality improvement, and skills development initiatives.
- Conducts and assists with EMS Education and carries credentials for the following disciplines (but not limited to); Texas Commission on Fire Protection (TCFP) Instructor I (preferred/or equivalent), Texas EMS Instructor (preferred/or equivalent).
- Responsible for communicating with the Texas Department of State Health Services (TDSHS) and its representatives on behalf of the department, Drug Enforcement Agency as well as hospitals and the North Central Texas Trauma Advisory Council (NCTTRAC). This can be done in multiple ways, including but not limited, sitting on committees and teaching at the State level.
- Responsible for the Melissa Fire Department EMS system to include EMS FTO's and EMS personnel.
- Communicate the EMS educational and resource needs of the Melissa Fire Department to the Division Chief and Medical Director.
- Ensure the Melissa Fire Departments guidelines are up to date and conducts continuous research for new ideas and techniques.
- Serves as the Melissa Fire Departments HIPAA officer by managing all medical records to ensure accuracy and confidentiality; and manages the Melissa Fire Departments Infectious Control Program and standard operating procedures.
- Other duties may be assigned
- Continuous Quality Improvement (CQI) & Quality Assurance (CQA) programs to ensure standards are being met and identify any training needs.
Minimum Qualifications
Any combination of education and experience that would likely provide the required knowledge and abilities are qualifying. A typical way to obtain knowledge and abilities would be:
- High School Diploma or GED;
- Minimum of 10 years of broad and extensive experience in all major phases of emergency medical service and/or professional firefighting;
- Minimum of 5 years of supervisory experience;
- Minimum of 7 years of experience in EMS as a full-time paramedic in a 911 emergency system.
License and/or Certification
- Texas Commission on Fire Protection Basic Firefighter Certification or equivalent (Intermediate preferred);
- Texas Commission on Fire Protection Fire Officer I Certification or equivalent;
- Texas Commission on Fire Protection Fire Instructor I and/or Texas DSHS Instructor or equivalent;
- Texas Department State Health Services Emergency Medical Technician Paramedic or equivalent;
- American Red Cross or American Heart Association CPR Instructor (preferred)
- NIMS 100, 200, 700, 701, 702, 703, 704, and 800 proof of training;
- NIMS 300 and 400 within six months of hire date;
- Class B Texas Exempt Driver's License (preferred).
Required Knowledge, Skills, and Abilities
This position requires thorough knowledge in the field of EMS, continuing education/new techniques, equipment, policies and protocol. Have solid verbal, written and interpersonal communication skills. Have a thorough knowledge in computer programs such as, Excel, Power Point and Microsoft word. Have strong leadership and decisions making skills. Have the ability to solve problems and handle stressful situations. Have considerable knowledge of applicable laws such as Medicare/Medicaid, Affordable Health Care Act and knowledgeable of HIPAA. Self-directed and motivated and able to train and supervise subordinate personnel. Must have skills and technical knowledge of EMS operations such as, treatment and transporting patients in a 9-1-1 emergency system. Must stay abreast of advancements and trends in the medical field to ensure the Melissa Fire Departments maintains a high level of proficiency in patient care. Have the ability to prepare and instruct EMS related courses; successfully complete a pre-employment background check, drug test, and physical.

Work is performed in an ever-changing environment with frequent travel to various locations to attend meetings and/or perform Department activities in responding to emergency scenes, disasters, or critical incidents; the employee regularly works near moving mechanical parts; regularly exposed to outside weather conditions and wet and/or humid conditions; regularly works in high, precarious places; regularly exposed to fumes or airborne particles, toxic or caustic chemicals, extreme cold, extreme heat, risk of electrical shock, risk of radiation, and vibration; the noise level in the work environment is usually moderate; however, the noise level is occasionally very loud due to sirens, etc.; wear protective apparel including but not limited to; bunker coat, bunker pants, fire boots, fire helmet, fire hood, goggles, face protector, aprons, safety shoes, and self-contained breathing apparatus; incumbents may be required to work extended hours including evenings and weekends and may be required to travel outside City boundaries to attend meetings; subject to mandatory call back at any time.
