Hiring Range:  $95,000 to $110,000 D.O.Q.
Full Pay Range:  Up to $134,000

Work Schedule:  Monday - Thursday 7:30am - 5:30pm; Friday 7:30am - 11:30am; night meeting as required for assigned Boards and/or Commissions

OVERVIEW:
The City of Melissa is seeking a dynamic and experienced individual to join our team as Development Director. As a rapidly growing community located in the heart of North Texas, Melissa offers a unique opportunity for a qualified professional to contribute to the strategic growth and development of our city.

BRIEF JOB DESCRIPTION:
High level administrative position responsible for the direction and operation of all aspects of the Development and Neighborhood Services Department including Planning, Zoning, Building Permitting and Inspection, Code Enforcement, implementation of the Comprehensive Plan, and supervision of assigned staff. The Development Director is responsible for serving as a strategic leader in positively shaping, influencing, and achieving the City’s distinct vision for intentional growth and elevated development. The Development Director acts as a key technical advisor to various commissions, boards, and the general public regarding the City’s land use and development-related codes and regulations.

EXAMPLES OF WORK TO BE PERFORMED:

  • Knowledge and experience with platting, land use, community engagement, surveying, planning and zoning principles;
  • Knowledge and experience with code compliance, enforcement, permitting and inspection principles and practices;
  • Knowledge and experience with subdivision ordinances;
  • Serve as staff liaison for the Planning and Zoning Commission, Zoning Board of Adjustment, and any other board assigned.
  • Ability to read and review plats, surveys, blueprints, design drawings and other construction plans;
  • Serve as lead facilitator or staff liaison for high-profile or sensitive development proposals.
  • Serve as lead facilitator for Development Review Committee Meetings.
  • Compile data for Geographic Information System (GIS) and other reports.
  • Prepare, review and present department reports on zoning change requests, subdivision plats, and other development proposals.
  • Assist with updates to the Future Land Use Plan and other strategic plans and policies that influence growth and development in Melissa.
  • Research and make recommendations on revisions to codes, ordinances and regulations
  • Knowledge of employment practices, including recruitment, selection, and evaluation of staff;
  • Ability to direct, coordinate and review the work of personnel;
  • Ability to establish and maintain effective working relationships with City officials, employees, citizens, vendors and contractors; and
  • Exceptional oral and written communication skills and ability to effectively communicate on a daily basis with administrative, elected and appointed officials and the public with courtesy, professionalism, civility and tact.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Excellent written and oral communication skills.
  • Knowledge of word processing and spreadsheet programs.
  • Ability to work with the public.
  • Ability to read maps, plans and other drawings and documents with accuracy.
  • Ability to interpret and administer development codes, ordinances and regulations.
  • Ability to independently schedule work activities to accomplish a number of tasks in a timely manner.

REQUIRED EDUCATION, TRAINING AND EXPERIENCE:

  • Bachelor’s degree in urban planning, landscape architecture, architecture, geography or closely related field and five (5) years of experience in urban planning and / or development activities.
  • A Master’s degree in planning, architecture or closely related field may be substituted for two (2) years of experience.
  • At least one (1) year of supervisory experience.

DESIRED TRAINING AND EXPERIENCE:

  • Certification from the American Institute of Certified Planners (AICP).
