Senior Accountant

Salary Range:   $48,000 - $52,000 D.O.E.

General Purpose:

Under general direction of the Finance Director, the Senior Accountant coordinates the activities and operations of the accounting team within the Finance Department. This position will assist with accounting, budgeting and financial reporting and coordinate assigned activities with other divisions, departments, and outside agencies. This position requires the ability to prepare and analyze complex financial reports, maintain efficient and effective systems and procedures, and communicate effectively, orally and in writing.

 

Reporting Relationships:

General Supervision Provided by the Finance Director.

Examples of Duties:

  • Assist Finance Director with coordination of work plans related to all accounting operations daily activities including all accounts payable, cash disbursements, purchasing cards, accounts receivable, cash receipt, billing and collection, and project accounting activities.
  • Assist in the preparation of the annual operating budget.
  • Review department mid-year projections for reasonable accuracy.
  • Review operating budget periodically to analyze trends affecting budget needs.
  • Review expenditures of departments to insure compliance with budget.
  • Review department line-item allocations for reasonableness and accuracy with budgeted funding and consistency with chart of accounts.
  • Assist in the preparation of the monthly financial reports, including clear and concise analysis of activity.
  • Prepares and maintains General Ledger Subsidiaries and reconciles related schedules, statements, reports and entries in accordance with established policies and procedures and regulatory requirements.
  • Assign tag numbers to fixed assets and conduct periodic physical inventory counts of fixed assets.
  • Assist with financial reporting and projections for TIRZ fund.
  • Monitor project variances and submit variance reports to the Finance Director.
  • Close out project accounts upon project completion.
  • Prepare journal entries related to assigned duties. Maintains, reconciles, and audits a variety of ledgers, reports and accounting transactions to ensure accuracy.
  • Prepare spreadsheets and reports for data analysis, budget, and CAFR.
  • Assists in City’s internal audit program as needed.
  • Assist with certain aspects of preparing for annual audit and directed by the Finance Director.
  • Implementation and maintenance of Purchasing Module.
  • Payroll Processing and Payroll Tax Reporting.
  • Documents accounting policies and procedures as assigned.
  • Continually reviews existing accounting practices and advises of any problems and/or recommends changes.
  • Provides accurate and timely responses to data requests.
  • Stay current in GASB and FASB pronouncements and changes in the accounting profession.
  • May assist with preparation of the City’s Comprehensive Annual Financial Report.
  • Travel to attend meetings, conferences, and training.
  • Use of independent judgment and discretion.
  • Regular and consistent attendance for the assigned work hour is essential.
  • Contribute to the continuous improvement of the organization; both financially and operationally.
  • Contribute to team effort by performing other duties as assigned.

Minimum Qualifications

  1. Education and Experience
    1. Bachelor’s degree in accounting, or related field with 5 years of accounting experience. Any experience or education that exceeds the minimum requirements may be considered to substitute for experience or education that does not meet the minimum requirements.
    2. Preference given to individuals with knowledge of municipal or governmental accounting experience.
    3. Advanced proficiency in Microsoft Office (i.e. Word, Excel, PowerPoint, Publisher, and Outlook.
  2. Must possess a valid Class “C” driver’s license prior to employment.
  3. Must pass a pre-employment drug screening and background check.

 

Required Knowledge, Skills, and Abilities

Knowledge of: Organization and operation of municipal government; Principles and practices of budgets and administration; Principles and practices of accounting; Principles and practices of customer service; Principles, practices, and methods of records management; Local and state laws relating to retention requirements and public information; Governmental Accounting Standards Board (GASB) and Generally Accepted Auditing Principles (GAAP) related to municipal finance administration and program development; Federal, State, and Local financial policies, laws and regulations including tax laws; Methods and techniques of developing and implementing accounting systems; Maintaining complex computerized general ledger systems.; Municipal audit practices and procedures; Principles of business letter writing; Policies and procedures of the assigned department.

 

Skill in: Interpersonal relationships, initiative, resourcefulness, creativity, and problem solving; Advanced office procedures and in the operation of standard office equipment, including computer keyboard, 10-key data entry; Advanced proficiency in Microsoft Office (i.e. Word, Excel, PowerPoint, Publisher, & Outlook); Excellent customer service; and time management.
